Cannot start Ability — api-me-win-crt-runtime-l1-1-0.dll missing

Applies to Windows 8 and earlier. This can happen if Windows Update has not installed all the latest updates or a failure has occurred while the updates have been installing.

api-me-win-crt-runtime-l1-1-0.dll is a Microsoft C runtime file that Abiltiy requires.

Solution 1: Run Windows Updates until all outstanding updates are applied. This is the recommended solution.

Solution 2: Install the runtime update directly:
